Where is the best place to hold a competition for web site development?

I work at a large publisher and instead of going the traditional route hire a developer to build a website that we are thinking of sponsoring a contest where the site design would be winner paid $ $. Any ideas to start this contest? Indeed, the site should have Web 2.0 tools, CMS, and be open source.

Guess that's what they are in the service, as there is an apparent lack of any another thing for you to do … That said, I think this is innovative thinking, the majority of companies mired in assuming that his own experience.
