Creating a template in dreamweaver possible in notepad?

Right so my web development teacher posted on her website that for our test we need to know how to create a template in both dreamweaver and notepad. I was like…what? I can create a template in dreamweaver no problem…making a .dwt with editable regions etc. But notepad? Is that even possible? If so please link me to a tutorial or something or heck tell me if you can. Thanks alot!

Yes, all you use is HTML in notepad along with CSS or whatever, its easy to do, and a template can just be a page design.
