Web Development Approach

We have decided to work on Web-Based File sharing system for large files.

The system should be for large files.
The system should be accessible through a web browser.
Somebody should administer it to keep inappropriate material off of it.

You are in charge of a development team to write the software and you are considering different types of software engineering models.
Do the following:

Waterfall: Describe how this might be done. Describe some problems this approach might have if we decide to extend it in the future to have some automated tool try to identify inappropriate material.

RUP: Describe a milestone between each phase.

Extreme Programming: Write a user story to describe how users could upload a file.

This is not a direct question, its a complete development effort, so I’m only going to say that for me RUP is the best approach.
By the way if this is a real-life problem why don’t you try sharepoint and office 2003 instead of writing it
